The Internet is an amazing tool for democratic free speech, an enabler of innovative business models, and a catalyst for new modes of broadcasting. Please don’t endanger this environment by creating new exclusive rights for broadcasters and cablecasters through the proposed WIPO Broadcasting Treaty. Broadcasters and cablecasters do not need intellectual property rights to protect against theft of their signals and have provided no justification for why new exclusive intellectual property rights should be created.
We, the undersigned, urge you to honor the mandate given to you by the WIPO General Assembly last October to create a narrow, signal protection-based treaty, and to stop negotiations on the SCCR Chair’s current Broadcasting Treaty non-paper.
